Clicking on a name takes you to a short identification and sometimes a picture. The listings are not in alphabetical order or even strictly in order of appearance - they're in a roughly chronological pattern that made sense to me. So sue me.

Other Vulcans:
There are other Vulcans referred to by name in Star Trek episodes, but who did not appear in episodes. They include Sakar, whose name was dropped in TOS "The Ultimate Computer", Delvok, a musician described by Dax as having composed uncharacteristically emotional music in DS9 "Melora," Falor the merchant and T'Para, a teacher in Raal, characters in the ballad "Falor's Journey", part of which is sung by Tuvok in VOY "Innocence," Soral and T'Penna, mentioned as having performed Terran opera in VOY "The Swarm," T'Pera, an -uh- Holodeck character in VOY "Blood Fever" (why she needed even a name is . . . let's not go there), Senva, a healer nominated for Carrington Award according to DS9 "Prophet Motive," Lorot, subaltern to the Vulcan High Command assimilated by the Borg and whose personality briefly took over Seven's in VOY "Infinite Regress," and any more I havn't thought of yet, or found on the web.
Then there are Vulcans who appear in episodes but are not named. Listing them all would be ridiculous, but some notable ones are: the guards in "Amok Time," the Vulcan delegation in "Journey to Babel," the commander of the Vulcan Science Vessel T'Vran in DS9 "The Vortex" (she gets several lines, but no name), and the Vulcans in "First Contact." (Fans say their names are Sevek, Solkar and T'Shonra, but they ain't listed that way in the credits).

T'Plana-Hath - so-called "matron of Vulcan philosophy." Never appeared in an episode, but here's a quote "Logic is the cement of our civilization, with which we ascend from chaos using reason as our guide." Must have lost something in the translation. Reference: Star Trek IV. Also, according to the merchandizing folks, "T'Plana-Hath" was the name of the Vulcan scout ship in "First Contact." Huh.
T'Pau - proud matriarch and possibly ancestress of Spock, refused a seat on the Federation Council and all she got was one lousy Vulcan Scout ship and a mediocre 70's band named after her. Skon - Sarek's father. Reference: STIII:TSFS, Star Trek Encyclopedia.
Sarek - Father of Spock, Ambassador for Vulcan and the Federation. Instrumental in many important treaties and well respected. Married two humans, Amanda Grayson, mother of Spock, and Perrin, who survived him. Probably was married to a Vulcan before he married Amanda, even if his first marriage did not result in the birth of Sybok. (Roddenberry nixed his existence, and TNG "Sarek" only confirmed it when Picard claimed to have witnessed the wedding of Sarek's son, singular). Suffered in his middle age from heart problems, succumbed in old age to Bendii's Syndrome. First appears in TOS "Journey to Babel," dies in "Unification I" (TNG). Spock - Executive officer and science officer on Kirk's Enterprise, later a federation ambassador. Struggled with his mixed Vulcan-Human heritage for decades but finally was able to comes to terms with it. An architect of the Khitomer accords. Currently rumored to be on Romulus. T'Pring - betrothed to Spock, but chose Stonn instead. Coldy logical with the emphasis on "cold".

Mirror-Spock - challenged by Kirk to guide the Empire towards more peaceful ways, he succeeds only too well, making it prey to an invasion by its enemies, an alliance of Klingons, Cardassians and Bajorans. T'Sai - Kolinahr master at Gol in Star Trek: The Motion Picture. Not credited as such in the movie, but given a name in Gene Roddenberry's novelization, which is about as canon as you can get (depending on your point of view, of course, but who am I to argue with Gene?).
Xon - a science officer who was to serve as science officer on the Enterprise in place of Spock in the stillborn "Star Trek: Phase II" series. Strangely, many people consider this canon, yet do not accept the animated series, which ran on actual TV for nearly two years. Debuted the "goofy young Vulcan" look, later adopted by Vorik. There is a picture of him out there somewhere with shaggy hair and wearing a TOS style gold (gold??) uniform.
Sonak - a science officer who was to serve under Decker on the refurbished Enterprise. He perished in a transporter accident shortly before the Enterprise encountered V'ger. Had a cool British accent. Image courtesy Andrea Cozzolino.
Saavik - half Vulcan, half Romulan protogÈe of Spock's in ST:II and III. Witness to David Marcus' death (Kirk's son) at the hands of the Klingons on the Genesis planet. Notable for being played by two different actresses: Kirstie Alley in STII and Robin Curtis in STIII and STIV.
T'Lar - High Priestess who presides over the successful reunion of Spock's katra and soulless body (fal-tor-pan or refusion) at Mt. Seleya on Vulcan in "Star Trek III: The Search for Spock."
Sybok - Spock's full-Vulcan, emotion-embracing, weird older brother. According to Roddenberry, he never really existed. (Half a point?)
Valeris - another one of Spock's protogÈes. She betrays the Federation in ST:VI. According to various not-strictly-canon sources, Valeris is a Klingon name. (valerIS? vale'rIS?)

Selar - served with Dr. Crusher on the Enterprise D. Only appears in one episode, TNG "Schizoid Man," but her name is dropped numerous times over the next few years.
Sakkath - aide to Ambassador Sarek on his final mission, in TNG "Sarek."
T'Shanik - of the city of Vulcana Regar, a runner-up in competion against Wesley Crusher and two others for entrance in Starfleet Academy at Relva VII in 2364 in TNG "Coming of Age."
Satelk - a member of the review board investigating the death of a member of Nova Squadron in TNG "The First Duty." Tim Lynch pans Richard Fancy's job as Satelk here.
T'Pan - an expert in 'subspace morphology' and director of the Vulcan Science Academy at the time of the ep, she was more than a little rude to Dr. Crusher during the doctor's investigation of a Ferengi scientist's death. Married to a blond human (Dr. Christopher) with about a foot and a half on her. Reference: TNG "Suspicions." Tim Lynch -- "Gee, I didn't think Vulcans usually meowed quite so much."
Taurik - young engineer who works with LaForge in TNG "Lower Decks."
Tallera - Romulan alias of T'Paal, a Vulcan seperatist who poses as a Romulan, then as a Vulcan security operative in TNG "Gambit I & II." You are close, but no cigar. Image taken from the Vulcan Hall of Fame.
Satok - confirms that "Tallera" is not a V'Shar (Vulcan Intelligence) operative, in TNG "Gambit, Part II."
Storril - (sp?) captain of the U.S.S. Saratoga, where Sisko served as first officer. Killed during the Borg assault at Wolf 359. Reference: DS9 "The Emissary"; for the name itself - Steven Boozer. Yeah, the name is probably not canon. Oh well.
Lojal - obnoxious Federation ambassador who attempts to give Dax some computer advice in DS9 "The Forsaken." (Real case of Vulcan-bashing if you ask me. I am reminded of TOS "Journey to Babel" when Kirk suggests Spock do a little computer show-and-tell for Sarek. "He taught me all I know about computers.")
Sakonna - Maquis gunrunner who unsuccessfully attempts a forced mindmeld with Gul Dukat and, while in a holding cell, argues unconvincingly for the Maquis movement with Quark in DS9 "The Maquis I & II." Image courtesy Andrea Cozzolino.
T'Lara - judge in the inquiry into Worf's actions in DS9 "Rules of Engagement."
Chu'lak - Vulcan who "snapped" during the Dominion War and starts killing people in DS9 "Field of Fire." (Robert Hewitt Wolfe originally gave this character the more logical name "Shuka" but some dweeb renamed him).
Tuvok - security chief on Voyager. Friend and sometimes confidant of the captain. His first five year tour of duty was on the Excelsior under the command of Hikaru Sulu from 2293-2298, after which he left Starfleet and raised a family. He returned to Starfleet in the 2360's. Mirror-Tuvok - member of Sisko's band of terrorists. Did he even get any lines? I don't think so. From DS9 "Through the Looking Glass."
T'Pel - wife to Tuvok and mother of four.
Sek - Tuvok and T'Pel's eldest son, father of T'Meni. Referred to in VOY "Hunters."
T'Meni - Sek's infant daughter. Also the name of Tuvok's mother. Referred to in VOY "Hunters."
